The Workforce Innovation and Opportunity Act (WIOA) affirms the Department of Labor's committment to providing high quality services for youth and young adults through career guidance, career exploration, and support for educational attainment.  WIOA youth funds are targeted at young people who are both in and out-of-school, to assist them in their career and educational development.  Under WIOA, local areas must spend a minimum of 75% of funding for out-of-school youth.  Additionally, local areas must spend a minimum of 20% of funding for work experience.  Lastly, local areas may spend no more than 10% of funding on pay-for-performance contracts as stated in Section 129(c)(1)(D) of WIOA.
